Rule 18
Not being a viable candidate for promotion
(1) Notwithstanding anything contained elsewhere in these rules, no officer or post-officer shall be a prospective candidate for promotion during the following periods:-
(a) For suspension during the period of suspension,
(b) During the period of suspension for suspension of promotion,
(c) For one year from the date of reduction to a lower post,
(d) written as unfit for promotion in the Annual Performance Appraisal Form (in the column where the pen picture of Nekibadi is written) and such opinion is supported by an authorized military officer up to that financial year,
(e) on leave for study or training in private endeavor throughout the said period,
(f) during the period during which an offense is pending before a Court of Inquiry,
(g) in the case of any offense under investigation until such investigation is over,
(h) in respect of an offense filed in a court until cleared by the court,
(h) For any crime that has been punished by the court until the punishment is paid.
(2) Officers and rank-and-file employees cannot be potential candidates for promotion in the following cases:-
(a) If found guilty by a court of law for financial irregularities or polygamy,
(b) If it is determined by the court that he has committed a violation of human rights and humanitarian law,
(c) If there are more than two health classifications MEDICIOS-G.
(3) Notwithstanding anything contained in clause (c) of sub-rule (2), if any officer or rank-and-file employee sustains any physical injury while undergoing training or performing his official duties and during his medical examination, he remains physically and mentally healthy except for the injured part. If he is able to perform the work and related training according to his position, if the medical board grants him the health classification MEDDICISOS-G one, then such authorized or positional employee can be a potential candidate for promotion.
